# Repo Gardener
A Repository Maintenance Run takes one repository through
- `Sense -> Decide -> Act -> Verify -> Learn`. One Orchestrator senses, decides,
- assigns Workers, writes the Gardening Tracker, and produces the morning
- summary. It does not implement, push, or merge. Each Worker is one worktree,
- one independently deliverable reviewable pull request. When that work is an
- issue, it is an Implementation Leaf. Helpers scout, simplify, review, and run
- readiness; they do not own a PR.

- Report census totals separately from candidates, and normalized candidates
- separately from both. For issue lanes, use the complete census to rank
- purpose-bounded candidate reads as `lane-contracts.md` directs. Mapped
- readiness prioritizes those reads but never alone admits or excludes an
- implementation candidate; never substitute a fixed newest-body sample for
- admission evidence. Native open-PR overlap checks remain native facts,
- not that identifier census. Those overlap checks list current native open
- PRs and branches at each gate. Scout helpers stay read-only in the
- Orchestrator session.
- 4. After the nine-lane survey, deepen while further investigation would change
- assignments or recommendations. Stop when it would not, or when the run
- must close. There is no deep-target number in the file or skill. A fourth
- look is allowed only when it would change assignment or recommendation.
- Reassess after each result and coalesce a shared cause.
- 5. When a candidate in the caller-approved owned issue family needs scoped
- canonical refinement, use the default-off grant in
- `policy-and-entry-modes.md`. Only the Orchestrator may delegate one such
- batch to installed `managing-issues`; Workers and helpers cannot write an
- issue, and GitHub mirrors remain read-only. Recompute the Ready Frontier
- fresh from the complete census, current candidate evidence, and returned
- exact readback before selecting work; do not update or retain a queue.
- 6. Select a non-overlapping set of independently deliverable PR-sized units.
- Overlap is path or scope conflict. A matching `shared_ledger_paths` path is
- exempt only between Workers selected together in the same assignment decision,
- and only from assignment-conflict detection when the valid opening file
- declares it and the repository owner has proved conflict-safe additive
- merge behavior and an additive-entry check. It never exempts unrelated
- existing native branches or PRs.
- The exception never applies to another shared path, authoring scope, or
- protected-path validation. Each Worker whose assignment uses the exception
- must add its own attributable ledger entry without deleting or replacing
- base ledger material; the Orchestrator never writes a ledger entry on an
- integration or coordination branch. Later native merge or rebase conflicts
- are surfaced for human handling and never hidden or auto-resolved.
- Unrelated open PRs do not consume the Worker cap. Do not invent work to
- fill the cap.
- 7. Authoring uses the opening file: exact `repository.identity` match, planned
- paths inside the effective include/exclude scope, `maximum_workers` greater
- than zero, owning lane `mutation: true`, and no protected path.
- `.agents/repo-gardener.yaml` is always protected. A missing, mismatched,
- false, zero, or protected gate denies that unit only. Skill-hardcoded:
- never merge, release, deploy, create follow-up issues outside the one
- policy-authorized canonical-child refinement in
- `policy-and-entry-modes.md`, or message a customer. If simplification,
- code-review, or supervised Orca worker-start
- capability with repository setup enabled is absent, do not
- dispatch Workers; complete the read-only gardening report and name the
- missing capability.
- 8. Assign overlap before parallel start. Invoke the existing supervised Orca
- worker-start for every fresh Worker with repository setup enabled once, and
- retain its start receipt in the Orchestrator. A usable Worker may start while
- setup runs, but uses its existing current-Dispatch observation (`worker-show`
- or an equivalent Orca-supplied receipt) as a one-time gate before any
- repository-dependent inspection, test, or mutation. If start fails or its
- outcome is unknown before a usable Worker exists, the Orchestrator retains
- the receipt and recovery facts, leaves the assigned paths untouched, and
- continues disjoint safe work; it does not attribute those facts to a Worker.
- A timeout that still proves setup is running remains waiting or blocked, not
- failed and never permission to rerun setup. Start Workers in parallel up to
- `maximum_workers` from the live file (setup default 20). Each Worker is one
- worktree, one branch, and at most one unmerged PR. Each Worker prompt carries the
- opening policy revision, identity, scope, protected paths, lane grant,
- assigned path slice, and the exact caller-approved verification command argv
- list. For a shared-ledger assignment, it also carries the applicable declared
- ledger path, the identity of the repository proof of conflict-safe additive
- behavior, and the exact base-diff check: add that Worker's attributable entry
- without deleting, replacing, omitting, or editing another base ledger entry.
- A Worker does not survey nine lanes or write tracker comments. Helpers do not
- own a PR.
- 9. Require each Worker to plan, implement, simplify, review, pass repository
- gates, and commit the result. After successful or no-op native Orca setup,
- run relevant repository-documented verification commands unchanged as
- ordinary gates. Report each command's actual `pass`, `failure`, or
- `unavailable` result; never relabel a gate as setup, install or substitute
- a prerequisite, or synthesize another environment. Their output is evidence
- only and grants no provider or mutation authority. On that clean exact
- commit the Worker runs installed `checking-pr-readiness`. After running its
- assigned commands, the Worker gives assessment that same assignment-owned
- exact argv list; assessment must never derive or expand execution authority
- from the assessed commit.
- When no owner is in the session, the run is assessment-only: the exact
- subject, full HEAD OID, target/base ref, and full base OID receive one
- same-session, human-readable `ready` or `action-required` result. Only
- that readable `ready` result may
- open one unmerged PR. The Worker otherwise remains `saved_without_pr` and
- names each gap. Assessment-only forbids attestation. A later re-invocation
- cannot pass by claiming those steps happened. When an owner is present, the
- interactive menu remains; owner option 1 plus its evidence pack authorizes
- normal PR publication. Never manufacture approval, attest later, or commit generated
- readiness artifacts.
- 10. The Worker, not the Orchestrator, owns push and PR creation. Before push or
- PR-open, re-read the durable file only to detect a revision change, and
- check the exact committed paths against identity, include/exclude scope,
- protected paths, and the assigned slice. For a shared-ledger assignment,
- check the Worker diff against its base: it must add that Worker's
- attributable entry and must not delete or replace base ledger material.
- An omitted, replacement, or other-entry edit stops that Worker; it never
- becomes an Orchestrator ledger edit. A later native merge or rebase conflict
- is surfaced for human handling, never hidden or auto-resolved. A change or
- out-of-slice path stops further source mutation, push, and PR-open for
- every Worker and preserves local commits; already-open PRs stay native
- objects. Immediately
- before an ownerless first push, re-read the current local subject and full
- OID, compare them to the captured subject and OID that received `ready`, and
- never replace or recapture that authorized identity; then re-read staged, unstaged, and
- untracked cleanliness. Immediately before an ownerless first push, re-resolve
- the captured target/base ref and full base OID; the ref and OID must both
- match the captured identity, so same-ref advancement is caught. Immediately
- before PR-open, re-resolve the captured target/base ref and full base OID
- again. Any drift or unavailable or indeterminate base state is
- `saved_without_pr`, names the old and new base identity when available, and
- requires a fresh assessment. Read the provider ref: a conclusive absence is
- permitted only for that first push; an existing ref must equal the captured
- OID exactly; a conflicting, unavailable, or indeterminate ref stops
- publication. When absent, push the captured OID explicitly to the captured
- provider ref with `--force-with-lease=<captured-provider-ref>:`; never use
- an implicitly resolved local name or let a newly created competing ref
- fast-forward. When already exact, make no push. Immediately before PR-open, repeat
- the local subject/head and cleanliness re-read and require the provider ref
- to exist and equal that captured OID exactly. Any moved local subject or
- OID, dirt, unavailable or indeterminate read, conflicting existing ref,
- failed absence lease, or post-push mismatch leaves the commit
- `saved_without_pr` with the exact gap.
- Before PR creation, also reread native branches and PRs. Carry the approved
- shared-ledger exemption through that reread only for the same sibling
- selected in that assignment decision, identified by its live current-run Orca
- dispatch and native branch, using both Workers' original assigned slices: the
- overlap must be exactly the same configured, proven ledger path and those
- non-ledger slices must remain disjoint.
- Unrelated native work and any newly introduced path or scope overlap are
- denials. An overlap denial stops that Worker's dependents only; other Workers
- and read-only sensing continue. A denial preserves saved pushed state and
- reports the exact overlap.
- 11. After every Worker response, the Orchestrator freshly reads the current
- native branch and full HEAD, current diff, checks, any PR, and relevant
- tracker facts. It compares those facts with the assigned leaf and prior
- response context without retaining a progress record. When they expose one
- specific actionable gap that a focused instruction could improve, it sends
- that instruction and returns to Orca's existing rolling wait; after the
- next response, it repeats the same native reads and judgment. Otherwise,
- it stops directing that Worker and explains in plain prose which observed
- facts make another focused instruction unhelpful. Unknown provider effects
- and their waits or recovery remain Orca behavior. TUI idle has no deciding
- role. This judgment adds no timer, interval, commit or response count,
- progress schema, stable progress ID, registry, workflow state, or native
- process-observation requirement.

- After PR creation, the Orchestrator monitors freshly read native checks and
- review state to a truthful Worker terminal state. If a bounded caller run
- must close while either remains pending, retain and report the Worker as
- `pending`, and close the run as `partial`; never claim `pr_ready` or
- `completed`. After a Worker reaches `pr_ready`, assess the exact current
- head directly or, when a whole-change review would help, use installed
- `checking-merge-readiness` in its report-only agent form. Either assessment
- returns merge, debug, or do not merge with ordinary prose findings; the
- report-only form never presents a menu or invokes a merge.

- finding, freshly reread the local branch and full HEAD, hosted PR head,
- and current Worker authority. Send the finding only when all still match
- the assessed full head and the Worker remains authorized; exact-head
- drift, unavailable or unknown provider state, or an authority denial stops
- only the affected action, without redirecting the stale finding to a new
- head or guessing authority.
- When current Worker head and authority expose one actionable diff, test,
- intent, or durable-record finding, send that finding in plain prose to the
- same Worker. Tell the Worker to hold its existing PR update and rerun the
- assigned local verification before returning the repaired exact head; do
- not require another formal review pipeline. After its response, freshly
- reread the native branch and full HEAD, diff, checks, PR, and relevant
- tracker facts. Revalidate the repaired exact head against the assigned
- slice and protected paths, then authorize that exact head before the same
- Worker updates its existing PR. Exact-head drift, a safety or authority
- denial, protected-path work, or an unknown provider effect stops the
- affected action. When no focused repair can help, stop truthfully in plain
- prose instead of manufacturing another instruction. Process-only
- caps (empty review history, missing required human approvals) are recorded,
- not chased. If that skill is absent, assess directly and name the gap only
- when it limits the result. The in-run review is not the owner's later merge
- gate. Never merge. The pending Worker does not block completion of the
- nine-lane report.
- 11. Immediately before closing, re-read the durable file only to detect a
- revision change from `run-opened`. A revision change alone does not prevent
- the closed comment when the file still names the tracker. If the file no
- longer names the tracker or the write is otherwise denied, do not write
- through the denial; report the exact interrupted closure to the caller.
- 12. Write and exactly read back one consolidated `run-closed` tracker record.
- Leave the Orchestrator worktree available for owner inspection.

- Issue-ready recommendations belong in the retained Orchestrator report for
