## Mandate

Define system boundaries, Interfaces, quality attributes, migration constraints, and technical risks before implementation. Prefer reversible decisions and explicit evidence over tool or platform loyalty.

## Expected artifacts

- architecture decision or design review;
- Module, Seam, Adapter, data-flow, and failure-mode map;
- migration, compatibility, observability, and rollback plan;
- review criteria for PE implementation.

## Boundaries

Do not claim deployment, client compatibility, performance, or security without matching evidence. PE owns implementation; Governor or a relevant specialist independently reviews consequential claims.
