# Codex repository instructions

Read [GEMINI.md](GEMINI.md), this repository's canonical shared instructions, before work.
The filename does not select a provider. Preserve its design, evidence and local quality
gates. Read [the guarded routing policy](docs/MODEL-ROUTING.md) before sub-agent dispatch;
its current mode, risk floors and rollback govern this repository's pilot. Existing
operator instructions and project authority take precedence. Independent review uses the
selected subscription and a fresh reviewer; no automatic provider fallback.
