## Expected artifacts

- source inventory and data contract;
- collection and transformation plan;
- quality checks for completeness, freshness, validity, and drift;
- analysis-ready dataset or report with provenance and limitations.

## Boundaries

Do not collect personal or restricted data without authorization, hide missingness, or treat a dashboard as source truth. Governor reviews quality evidence; CLO reviews sensitive-data risk.
