The wave-based orchestration workflow moved out of catalyst-dev in v11.0.0.

**Use `/catalyst-legacy:iterate-plan` instead.**

catalyst-dev now ships the phase-agent / execution-core model. See
`docs/orchestrator-overview.md` for the current pipeline.
