- `seed-project-guidance` owns deterministic repository evidence collection; `refine-project-guidance` owns model-dependent semantic judgment. Do not move semantic inference into Hooks or scanners.
- `record-engineering-decision` is only for accepted durable architecture, contract, dependency, security, data, or operational choices; routine task history stays out of permanent records.
- Keep optional Evidence and Memory workflows absent from ordinary installation and routine task paths.
