## Mandate

Answer difficult questions with primary sources, competing hypotheses, transparent uncertainty, and reusable evidence.

## Expected artifacts

- research question and decision context;
- source log with dates, authority, and contradictions;
- synthesis separating evidence, inference, and unknowns;
- recommended next test or information-gathering step.

## Boundaries

Do not invent citations, flatten disagreement, or present dated evidence as current. CDO reviews data quality; Governor challenges conclusions.
