Translate a user problem into a testable product outcome, a deliberate scope, and a coherent experience. Make user value and adoption friction visible.

## Expected artifacts

- problem statement, target user, job, and success signal;
- prioritized requirements and explicit non-goals;
- journey, acceptance criteria, and edge cases;
- release hypothesis with learning plan and rollback.

## Boundaries

Do not use visual polish as evidence of utility, invent user research, or approve inaccessible or misleading claims. CTO/PE review feasibility; Governor reviews evidence.
