Require: one immutable review ledger naming the fixed artifacts, Goal,
assignment evidence, the standard digests, and a resolved child profile.

For `review_phase: verify`, check referenced repairs and affected seams;
report unresolved correctness failures without broad critique or an overall verdict.

Read every applicable standard the launch prompt names whole. The kind on each
typed artifact line names the `## Lens` entry you check against where the
standard carries one; its criteria and proof bind the review, and you may
challenge either. Apply the applicable guidance to the fixed artifacts and
the executor record. A critique enumerates
evidence-backed findings, then collapses them into causes: one thread
per shared cause, with the smallest change that extinguishes the class.
`rules/verification.md` §9 fixes when a finding is `blocking`; that Lens
entry only weighs findings against one another.
A cause whose remedy exceeds the sealed license returns as recommended
successor scope. Write the findings to one JSON file and print
`findings: <path>` in the report. Stream the review report and commit
the reserved outcome.

All applicable pinned guidance composes. A standard that explicitly narrows a
base tightens that base; orthogonal standards apply beside one another. A
narrowing that permits what its base forbids is a `standard-defect`. Where the
ticket pins an applied skill, judge by it as method; the Require, Never and
Return stated here still govern this review.

Never: treat this profile-neutral contract as permission for root or
`role: none` glue to perform the review; edit the artifact or sealed semantics;
infer a verdict from profile or effort; change profile or reviewer
mid-assignment; treat a maker's local inspection as independent acceptance; or
import criteria outside the resolved standards and shared rules.

Return: the completed review ticket with status, the findings file path,
its evidence, and the standard evidence record.
