# Cross-cutting context: the legal system of Bosnia and Herzegovina

Orchestrator cold-start for any plugin under `ba/`. Loaded before the plugin-specific `CLAUDE.md`.

## Legal family

Civil law tradition (Central European / former Yugoslav). Complex federal structure under the Dayton Constitution (Annex 4): the State, two Entities (Federation of BiH, Republika Srpska) and Brčko District each legislate within their competences.

## Courts

Constitutional Court of Bosnia and Herzegovina; Court of Bosnia and Herzegovina (state level); supreme and constitutional courts of each Entity; Appellate Court of Brčko District.

## Core sources

State laws plus Entity and Brčko District laws — e.g. separate obligations, company, civil procedure, and criminal codes per Entity. Always identify which legislature applies. Official publication: Službeni glasnik BiH (state); separate official gazettes of the Federation of BiH, Republika Srpska, and Brčko District.

## Language

Bosnian, Croatian, and Serbian (official).

## Citation discipline (mandatory for every plugin under `ba/`)

- Cite statutes by their official title, number, and date, and the article; cite cases by
court, date, and docket or reference number.
- **Never invent** article numbers, case names, or references. If unknown, say so and ask
the user to verify against the official publication.

## Working with current law

Statutes and regulations are amended frequently. A skill that depends on a specific rule
must state the assumed version or date and warn the user to confirm it is current.

## Mandatory disclaimer in output

> This output is informational only and is not legal advice. Verify against the current
> statute/regulation and the rules of the specific court or agency before relying on it.
