1. Search before creating issues.
2. Put every issue in the matching Package, Dogfood, or Publish milestone.
3. Move work to `In Progress` when it starts and `Done` only after verification.
4. Close the loop with concise evidence before ending a session.
5. Prefer Linear-generated branch names.

## Product rules

- `shared/METHODOLOGY.md` is the source of truth.
- Keep `skills/progress-check/SKILL.md` under about 100 lines.
- Preserve the dual cadence gate: 30 minutes and material progress.
- Dogfood on independent agent targets before declaring v1.
- Do not publish until the package, dogfood, and catalog gates pass.
