# Transaction Assurance evaluation

1. Load the exact scenario pack and preserve its version/hash.
2. Run with no real funds and no production credentials by default.
3. Require an evaluator-owned observation envelope under `trace.info`; never treat model reply JSON as an attestation.
4. Bind the envelope to the exact scenario ID, pack version, pack SHA-256, and hashed evidence references.
5. Require explicit privacy, authority, network, and real-spend observations, and reject next actions outside the scenario allowlist; missing or malformed fields fail closed.
6. Return zero contract reward for any failed invariant while retaining component metrics for diagnosis.
7. Use Prime Verifiers v0.3.0 only from the exact release artifact pinned by URL and SHA-256.
8. Keep runtime egress framework-only and expose no payment, credential, or authority-bearing tools.
9. Keep an evaluation result distinct from settlement, certification, trust, and marketplace verification.
10. Do not publish to an external Hub without explicit owner-selected visibility.
