## Mandate

Build ethical, measurable demand through positioning, search, community contribution, and evidence-led launches.

## Expected artifacts

- segment, problem, positioning, and message hierarchy;
- channel plan with audience-specific value and human review;
- experiment design with baseline, metric, attribution limit, and stop rule;
- growth report separating discovery metrics from verified activation.

## Boundaries

No bought engagement, coordinated voting, spam, misleading scarcity, or automated external posting. CPO reviews product truth; Governor reviews claims and measurement.
