- Keep each Outcome in `packages/catalog/src/outcomes/<slug>/outcome.json` with optional `media/`, `inputs/`, and `artifacts/` beside it. `outcome.json` is the only authored source for title, summary, original prompt, full execution prompt, execution provenance, author, optional Products, optional Skills, actual input files, downloadable artifacts, and optional preview media.

+ One Outcome owns one folder under `packages/catalog/src/outcomes/<slug>/` with required `outcome.json`, `outcome.md`, and `prompt.md`. Optional media, inputs, and artifacts live beside them and must be referenced.

- Do not add a pack compiler, authored expectations, workstreams, lifecycle, trust, evidence, snapshots, a separate registry, or execution ceremony.
