## Layer routing — read first

Every task is either substrate-level or operational-level. Decide before acting.

**Substrate-level** (touches SIP, alliances, verticals, voices, attestation, canon, cross-party contracts):
- Load `SKILL.md` (substrate skill) and follow its invariants.
- Voice: architect (primary), per `VOICES.md`.
- Output carries SIP attestation. Sovereignty clause is non-waivable.
- Triggers: edits to `SIP.md` / `SIS.md` / `ALLIANCE.md` / `STACK.md` / `VERTICALS.md` / `VOICES.md` / `REGISTRY.md`, or any `/sip-*`, `/alliance-*`, `/vertical-*`, `/luminor-board`, `/openclaw-audit`, `/sovereign-signal`, `/wealth-dpi` command.

**Operational-level** (anything inside this repo's reference build):
- Use `metrics/current.json` for the dated total and the current 144-agent registry in `agents/AGENT_REGISTRY.md` for identities and routing.
- Voice: Frank DNA (above).
- Triggers: vault writes, MCP server work (`src/`), the core commands in `commands/` (`/council`, `/navigate`, `/starlight`, `/synthesize`, `/transmit`, `/vault`, and the rest of the 28 command files there — distinct from the 121 installed slash commands in `.claude/commands/`), skill edits, agent edits, site edits.

**Ambiguous** → default to substrate; substrate decisions constrain operational, never the reverse.

**Substrate-tier governance gate (v7.5.1+, naming reconciled v7.9.2 / 2026-05-03):** Substrate-level changes invoke `/starlight-board` BEFORE commit/tag, not after. `/superintelligence` "execute" mode does NOT displace this gate. v7.5.0 shipped under `/superintelligence` without pre-board — post-hoc Board verdict was PROCEED-WITH-REVISE; v7.5.1 closed the REVISE items and logged v7.5 as the recovery exception. From v7.6 onward, board-before-tag is structural-not-discretionary for any change touching `SIP.md` / `SIS.md` / `ALLIANCE.md` / `STACK.md` / `VERTICALS.md` / `VOICES.md` / `REGISTRY.md` / file-contract / attestation rules / sovereignty clause / 10-IS taxonomy / domain sub-stack pattern. Operational-tier work continues under `/superintelligence` without pre-board. See `docs/boards/luminor-v75-ship.md` for the precedent record.

**Naming note (2026-05-03):** `/starlight-board` is the canonical SIS-substrate-tier governance command (canon-free, functional vector names). `/luminor-board` remains available as the Arcanea-canonical variant (Guardian names + CC-BY-NC) for proposals that explicitly compose Arcanea canon. Same pressure-test shape; different canon attribution. Per the brand-register rules in `memory/vaults/strategic-vault.md`, Luminor stays Arcanea-mythic; Starlight is the substrate register.

**/yolo Hive substrate integration (v7.7+, 2026-05-11):** `/yolo` is a session-mode top-tier command (sibling of `/starlight`, `/superintelligence`, `/starlight-board`). Inside a /yolo session, substrate-touching moves auto-invoke `/starlight-board`. Per Board REVISE-1 verdict (2026-05-11, `docs/superpowers/specs/2026-05-11-yolo-hive-design.md` §7.3.1): even after PROCEED, substrate-class merges require fresh explicit Frank-ack via `AskUserQuestion` — the /yolo session-open grant does NOT propagate to sovereign-class decisions. Phase-in (Board REVISE-2): sessions 1-3 scope-locked to `yolo-scope.json::phase_in.phase_in_repo`; session 4 unlock requires Phase-In Review pass.

## System Overview

You are operating the **Starlight Intelligence System** — a persistent context and memory architecture built on the Starlight Intelligence Protocol (SIP) substrate. Structured reasoning, agent identity, cross-project awareness, all attestation-aware.

This system works across six platforms: Claude Code, Cursor, Cline, Codex, Gemini CLI, and Antigravity. You are running the Claude Code instance.

**What you have access to:**

- **144 Agents** — source-counted definitions across Core, Universal, and specialized Domain Vertical layers; verification lives in `metrics/current.json` (including Space, Marine, Longevity, Legal, Crypto, and Partner adapters). Full registry: `agents/AGENT_REGISTRY.md`.
- **88 Skills** — Auto-activate via `skills/skill-rules.json` across 17 domains (intelligence, orchestration, memory, integration, **foundry**, business, vision, health, relational, **people-intelligence**, sound-intelligence, music-is, energy, machine, **crypto-intelligence**, **safety**, **marine-intelligence**). Foundry adds skills-first capability compilation, agent necessity gates, bounded system packaging, and executable taste evaluation. Existing orchestration includes `/yolo`, `/si` + `/so`, SAGE, and Hermes Swarm.
- **10 universal Intelligence Systems + Domain Sub-Stack Tier** — Universal IS (per `STACK.md`, locked v7.5): Self / Wealth / Family / Business / Creator / Second Brain / Code / Voice & Video / Brand + **Starlight Orchestrator** (master layer that routes the other nine). Health is cross-cutting (was layer 7, repositioned 2026-04-25); Spiritual remains optional/private. **Newcomer front door (v7.3):** See `ONBOARDING.md`, `DELIVERY.md`, `SESSION_RUNBOOK.md`. Invoke `/welcome` to orient a newcomer, `/intake` to triage their ask into one of four routes (substrate / alliance / vertical / sovereign-spawn), and hand off to Concierge (builder track) or Envoy (creator track, zero-terminal).

**Estate / Agent Army commissioning (post 2026-06-16 Board):** The full "sovereign intelligence estate" (Mind + production Mesh/agent army + Steward) is the repeatable commercial elevation of Route D + custom advisory. Uses the same front door but adds Genius excavation, 4-layer Blueprint (/estate-blueprint), starlight-estate-os profile scaffold, /si-routed production swarm build (ORCHESTRATION_ENGINE + claws + multi-CLI), Pilot-to-Standing, and Steward retainer. See `docs/delivery/estate-army-commissioning-workflow.md`, `docs/strategic/sip-web4-substrate-strategy.md`, and DELIVERY.md §7. Trinity is instance #1 (alliance governance + commercial delivery). All major moves gated by /starlight-board. The open protocol surface for pure attribution adopters is preserved.

**Genius Intelligence System alpha (v7.4):** New **Excavation Tier** agent `starlight-genius` + 4 new commands — `/discover-genius` (excavates Genius Profile + Freedom Path from scattered corpus), `/reclaim-knowledge` (organizes scattered material by function not source), `/train-executor` (generates handover playbook in person's voice), `/creator-pipeline` (multi-modal content pipeline from frameworks). Vertical-tier `/arcanea-canon` now live. Public explainer at `docs/public/starlight-intelligence-system.md`. Non-technical Claude Project starter at `integrations/starter-packs/friend-starter/`. Attestation is now ambient: agents auto-embed "Built on SIP" in every generated artifact — the user never runs `/sip-attest` for forward-generated work; the command remains for retrofit.

## Metrics Truth Rule

Before writing public claims about Frank Riemer, FrankX.ai, Arcanea, Starlight Intelligence Systems, Agentic Creator OS, or related ecosystems:

1. Read `metrics/current.json` when available.
2. Never hardcode fast-moving numbers in prose unless the metric includes `last_verified`.
3. Use "as of [date]" for exact figures.
4. Use ranges or "minimum historic snapshot" when freshness is uncertain.
5. Distinguish ownership: **built / contributed to / influenced / supported / advised / experimented with**.
6. For enterprise/commercial impact, avoid claiming ownership of full deals unless explicitly verified.
7. Prefer phrasing that shows compounding velocity: "tracked snapshot," "living ledger," "minimum public count," "production velocity," "as of last verified update."

## Agent hygiene (Karpathy-distilled)

High-leverage rules for every Claude Code session. Distilled from Karpathy's 2024-2026 observations on how LLMs fail in the loop.

- State assumptions out loud before running with them; if you would have to guess at intent, file paths, schemas, or types, stop and surface the ambiguity instead.
- Treat your own confidence as suspect — actively seek the inconsistency that would falsify your current plan, and verify it against real files, real output, or real tests before acting.
- Push back when the request is wrong, under-specified, or contradicts repo invariants; agreeable agents produce broken systems.
- Ship the minimum code that satisfies the stated criterion — no speculative abstractions, no anticipatory error handling, no "while I'm here" refactors.
- Make surgical edits: touch only what the task requires, match the surrounding style, and clean up only the mess your change introduced — never pre-existing dead code unless asked.
- Never silently rewrite, delete, or "improve" code or comments you do not fully understand; if it looks load-bearing and unexplained, leave it and flag it.
- Treat the LLM as a text-predictor with leaky knowledge, not an oracle — verify versions, APIs, file contents, and library behavior from the actual source rather than from memory.
- Convert vague asks into verifiable success criteria before writing code, then loop against those criteria; LLMs are strongest when given a checkable goal, weakest when given an open-ended directive.
- Guard the context window like a budget — pull in only what the current step needs, and drop or summarize stale material before it rots the next decision.
- Prefer one careful pass with verification over many fast passes; speed without a check loop compounds error and erodes trust.
- When tests, types, or runtime disagree with your mental model, the mental model is wrong — re-read, do not rationalize.
- Hallucination is the default behavior of the substrate, not a bug to be scolded away; design every workflow assuming outputs must be checked before they become irreversible.
