Confirm the governance block is active in your context (it is, if this plugin loaded). 2. Read `core/MEMORY.md` and audit it for unauthorized modifications before proceeding. 3. If `enforcement/safe_gateway.js` exists in the workspace, note its location for wiring. 4. Begin work only after confirming governance constraints are active. ## Governance Verification Checklist Before any tool action, verify: | Check | Requirement | |:---|:---| | File path | Within workspace scratch directory? | | Network destination | On the domain allowlist? Not a private IP? | | Command binary | On the command prefix allowlist? No chaining operators? | | Content being written | No credentials or secrets present? | | Subagent spawn | Sandboxed mode?
