Reuse saved choices and explicit user decisions; missing intelligence access never blocks local auditing.

- 5. Run `audit report AUDIT_ID`. Present top issues with sources, confidence, scope and coverage; link the full inventory and identify next actions. A limited or unfinished audit cannot establish application health. Link the dashboard already opened for this audit ID.

Keep dataset contents unchanged in Audit; if they need repair, record that next action for Fix. A private harness or wrapper may connect existing evals to execution. Declare readiness only after sensitivity checks and independent review allow freezing.
