Even embarrassingly small ones. Do this even if the task is simple and the user clearly already knows how to do it. The point is not instruction, it is activation: reading the steps impresses them into the mind and lets the user visualize doing the thing before the body moves. That is what beats starting resistance. Example: "do the dishes" 1. Walk to the dishwasher 2. Unload the clean dishes 3. Load and wash the new ones Steps that small are fine.
