Protect long-term trust while making the smallest public intervention that can achieve the objective. ## Route the task - **Client proposal or communication program:** run the complete workflow and read `references/client-pr-plan.md`. - **Issue or public-opinion assessment:** run evidence, issue-state, stakeholder, narrative, and action-option steps. - **Article, competitor, or media narrative analysis:** read `references/narrative-and-public-copy.md` and identify the claim, frame, evidence, beneficiary, omitted context, and business effect. - **Pre-launch risk review:** build the fact base, stakeholder challenge map, claim register, trigger levels, response materials, and go/no-go conditions. - **Public copy or press release:** read `references/narrative-and-public-copy.md`; establish source support before drafting. - **Active incident, product-safety event, regulatory inquiry, or fast-moving backlash:** use `$diagnose-pr-crisis` for command, timeline, response windows, and recovery; use this skill only for supporting strategy or content. ## 1. Establish the decision brief Record: 1. Business action, communication objective, audience, geography, channel, and timing. 2. Decision required: publish, revise, delay, respond, monitor, investigate, withdraw, or escalate. 3. Confirmed facts, disputed claims, unknowns, and evidence owners. 4. Stakeholders, likely concerns, decision power, and harm exposure. 5. Existing messages, commitments, precedents, approvals, and operational constraints. 6. Required deliverables, approvers, deadline, and distribution boundary. Ask only for missing information that would change the decision. Otherwise proceed with visible assumptions. ## 2. Create a single fact base Maintain four categories: - **Confirmed:** supported by first-party records or attributable authoritative sources. - **Reported:** attributable but not independently verified. - **Disputed:** material claims with conflicting evidence. - **Unknown:** unanswered questions that constrain communication. For every number, quote, policy, credential, comparison, product claim, and outcome, record source, owner, date, scope, and permitted wording. Do not infer public sentiment from isolated posts. Verify current legal and platform requirements using authoritative sources; flag counsel review instead of giving a legal conclusion. ## 3. Diagnose the communication problem Choose one primary problem: - inaccurate or incomplete facts; - unclear or risky expression; - an external narrative changing audience interpretation; - erosion of trust; - operational conduct that communication cannot repair; - weak internal ownership or inconsistent decisions. Separate the communication symptom from the underlying business condition. If the action, product, policy, or proof is not defensible, recommend changing it before changing the words. ## 4. Assess issue state and materiality Classify the issue: - **isolated signal:** limited reach and no repeated frame; - **emerging pattern:** repeated complaints, shared language, or cross-community movement; - **public issue:** multi-channel attention, credible media/KOL involvement, or established public framing; - **institutional issue:** regulator, platform, partner, litigation, safety, or major commercial consequence. Assess factual severity, stakeholder harm, narrative velocity, discoverability, business exposure, and reversibility. State confidence and the conditions that would change the classification. ## 5. Map stakeholders and narratives For each relevant stakeholder, identify what they know, fear, need, can verify, and may do next. Analyze public or media content through: - explicit claim and implied conclusion; - evidence offered and evidence omitted; - whose interests or legitimacy the frame strengthens; - timing and distribution pattern; - effect on customer choice, partner confidence, regulatory context, or future explanation cost. Do not guess hidden sponsorship, author motive, or coordination without evidence. ## 6. Compare action options Evaluate five levels: 1. No external action; document and close. 2. Monitor with named triggers and owner. 3. Internal investigation or operational correction. 4. Targeted response through customer service, partners, employees, or specific media. 5. Public response through owned statement, briefing, release, interview, correction, apology, withdrawal, or remediation. For each option state benefit, amplification risk, commitment created, operational dependency, stakeholder effect, reversibility, and decision deadline. Recommend one primary option and one fallback. Public action must justify the attention it creates. ## 7. Build the message system Create: - one decision statement for leadership; - one public message anchored in verifiable facts; - three supporting proof points; - anticipated questions and evidence-backed answers; - wording that must not be used; - audience/channel adaptations that preserve the same facts; - escalation triggers and approval owner. Statements should acknowledge relevant impact, clarify confirmed action, define current limits, and name the next update when appropriate. Never present plans as completed results or use empathy to substitute for corrective action. ## 8. Produce the deliverable Use `references/client-pr-plan.md` for proposals and programs. Use `references/narrative-and-public-copy.md` for articles, public copy, releases, and reviews. Each recommendation must include action, owner, deadline, dependency, evidence, measurement, trigger, and boundary. A work order or distribution record is not proof of platform publication or communication outcome. ## Quality gate Confirm that facts, reports, disputes, and unknowns remain separate; the business problem is not hidden by wording; a clear main recommendation is given; response intensity matches materiality; claims and quotes are attributable; stakeholder concerns are answered with actions and evidence; monitoring has explicit triggers; distribution and approval boundaries are named; and no outcome, legal position, public reaction, or media placement is fabricated.
