name: dept-resume
- description: >
- Resume department head sessions with minimal context overhead. Reads dept-state.md
- directly (no subagents), spawns dept heads with lean briefings. Invoke as
- /dept-resume all or /dept-resume [dept-slug]. Optimized for context window
- efficiency: no recall subagents, no temp files.
+ description: Read dept-state.md and spawn a Dept Head with a lean briefing. Department-operations parallel of /pd-resume.
+ category: dept-ops
+ version: 1.0.0
---
- # /dept-resume
-
- Fully autonomous. Reads dept state directly, spawns dept heads with pre-digested briefings.
-
- **Context budget principle:** dept-save-state does the synthesis at write-time so
- dept-resume pays near-zero at read-time. Every token in the dept head spawn prompt
- must earn its place. Target: ~400 tokens per spawn.
+ # dept-resume
- ## Department Registry
+ Spawns a Dept Head agent for the given department with a pre-built briefing from `dept-state.md`. Lean context, fast start.

+ ## Usage
- Replace `{agency-root}` with `~/.claude` after installation.
+ ```
+ /dept-resume [dept-slug]
+ /dept-resume content-creation
+ /dept-resume engineering
+ /dept-resume all
+ ```
## Argument Resolution
| Argument | Action |
|---|---|
- | `all` | Resume all departments in parallel |
- | `[dept-slug]` | Resume one department |
- | comma-separated | Resume listed departments |
- | no arg | Fail: "Pass a dept slug, comma-separated slugs, or 'all'" |
+ | `[dept-slug]` | Resume exactly one department |
+ | `all` | Resume all active departments (spawns in parallel) |
+ | no arg | Fail with usage hint |
- ## Step 1 — Read Briefings Directly
+ ## What It Does
- For each target department, read `{dept-path}/state/dept-state.md` using the
- Read tool. **Do NOT spawn subagents.** Issue all reads in parallel.
+ 1. Reads `~/.agency/agents/{dept}/state/dept-state.md`
+ 2. Checks `~/.agency/agents/{dept}/state/incoming/` for pending inter-spawn tasks
+ 3. Checks `~/.claude/agents/{dept}/state/dev-plan.md` for existence (dev-plan-absent check)
+ 4. Spawns the Dept Head with dept-state.md inline — no extra reads on spawn
+ 5. Dept Head boots per `core/runbooks/dept-boot-sequence.md` Mode 1
- dept-state.md is self-contained — dept-save-state writes active pipelines, protocols,
- coords, issues, and next-focus into it. No other files need to be read at startup.
+ ## Dev-Plan-Absent Check
- If dept-state.md doesn't exist or is empty, use fallback:
- ```
- dept: {slug}
- lead: {lead from registry}
- updated: unknown
- next-focus: initialize department state and pipelines
- blockers: none
- ```
+ After reading dept-state.md (Step 1), check whether `~/.claude/agents/{dept}/state/dev-plan.md` exists.
- ## Step 2 — Spawn Dept Heads
+ - **If absent** (and the initiative has 3+ D3 tracks): inject into the Dept Head spawn prompt:
+ "DEV-PLAN ABSENT — generate ~/.claude/agents/{dept}/state/dev-plan.md before dispatching
+ any Dept-Coords. Apply the two-condition parallel rule (see task-decomposition-methodology.md)
+ to assign layers. After generating the dev-plan, run /save-state and respawn to enter
+ the deployment phase with a clean context."
+ - **If absent** (simple initiative, <3 D3 tracks): skip dev-plan generation — not required
+ for single-track or dual-track initiatives.
+ - **If present**: inject a one-line note: "Dev-plan: ~/.claude/agents/{dept}/state/dev-plan.md
+ (present — read before dispatching Dept-Coords)"
- Spawn one dept head agent per target. **All in a single message** (parallel).
+ This mirrors the pd-resume dev-plan-absent trigger, applied to department operations.
- **Spawn config:**
- - `subagent_type`: the dept lead agent name (from registry)
- - `model`: opus
- - `run_in_background`: true (dept heads work autonomously)
+ ## Dept Head Boot Context
- **Spawn prompt — LEAN FORMAT (do not add to this):**
+ The spawn prompt includes:
+ - dept-state.md content (inline, no file read needed)
+ - incoming task count and any HIGH-priority items
+ - The dept head's agent definition path
- ```
- You are the {lead-name}, resuming the {department} department.
- Department dir: {dept-path}
- Dept-Coord protocol: {agency-root}/agents/runbooks/dept-coord-protocol.md
- Boot sequence: {agency-root}/agents/runbooks/dept-boot-sequence.md
+ **Target context on spawn: ~400 tokens.** Everything else is lazy-loaded per Mode 2 (Route).
- --- STATE ---
- {verbatim content of dept-state.md}
- ---
+ ## Output
- Follow the boot sequence. Check state/incoming/ for inter-spawn tasks from PDs.
- Start the next-focus action immediately. When done or blocked, /dept-save-state {slug} and stop.
```
+ dept-resume done — {dept}
+ Head: {head-agent-name}
+ Priority: {current-priority from dept-state}
+ Active coords: {n or "none"}
+ Incoming tasks: {n or "none"}
+ ```
- **What is NOT in the spawn prompt (already in the dept lead agent definition):**
- - Department member roster
- - Approval tiers
- - Skills list
- - Communication protocol
- - Curator pattern
+ ## Notes
- ## Step 3 — Output Summary
+ - If `dept-state.md` doesn't exist, output: `No dept-state found for {dept}. Run /dept-wrap to initialize.`
+ - Dept Heads do NOT start their session by reading every pipeline and protocol file — that is lazy-loaded
+ - The incoming check is part of the boot sequence and runs before any other dept work
- After all spawns:
+ ## References
- ```
- All running in background. Use /dept-status [slug] to check progress.
