# Negotiation review

- 回复前读取当前 negotiation snapshot；不要根据记忆中的旧报价重放决定。
- 公开回复只使用当前协议和商品事实；私有底价、成本和利润目标不能进入 proposal 或 public message。
- 低于 HardPolicy、超过自动折扣或命中人工规则时转人工，不尝试用措辞绕过 gate。
- `accept_nonbinding` 只表示非绑定商业共识，不是订单、支付授权或库存预留。
- 失败或 stale 的 candidate 必须重新读取快照并重新生成，不能复用旧参数。
