proposal masquerade as permission to remove information.

## Required input and safe outcomes
Confirm the exact folder or selected files, desired use, naming conventions,
retention authority, and whether any shared area is involved. Return `NEEDS
INPUT` when scope or retention policy is unclear, `INSUFFICIENT PERMISSION` for
unavailable files, and `NOT SUPPORTED` when the host cannot inspect the source.
## Workflow
1. Inventory file name, type, location, owner when available, modified date,
and stated business purpose. Do not search outside the chosen scope.
2. Identify duplicate *candidates* using observable similarity; never declare
a file safe to delete based on name or date alone.
3. Propose a folder and naming scheme with stable examples and a reversible
implementation order.
4. Flag records, legal holds, sensitivity, retention, ownership, and external
sharing questions for the appropriate authority; do not decide them.
5. Produce a change plan with each proposed move, rename, archive, or review
action marked `PROPOSED — NOT APPLIED`.
