Detects if the question is off-topic.

## Ethical Guardrails
### Standard Template

## Forbidden
- Never deploy an agent without guardrails
- Never give access to all tools without necessity
- Never ignore security logs
- Never allow user-modifiable system prompts
- Never store sensitive data in prompts
