# Elections Bulgaria — electionsbg.com
> Open-source platform for visualizing and analyzing every Bulgarian parliamentary election since 2005 — broken down by region (oblast), municipality (obshtina), settlement, and polling section — plus dashboards for the resulting parliament, the state budget, public procurement, MP business connections and declared assets, polling-agency accuracy, and an electoral-risk screening index. Source data comes from the Central Election Commission (ЦИК), Sofia's Сметна палата (campaign finance + assets), parliament.bg, Eurostat, World Bank WGI, the Bulgarian Court of Audit and АОП. Everything is reprocessed offline into static JSON served from a JAMstack SPA.
Site language: primary Bulgarian, with full English UI translation. Every page is prerendered into static HTML at build time, so non-JS crawlers see the real content. All data is public-domain; the site is open source.
## What this site contains
- Per-election results for all 13 parliamentary votes from 2005 onward, including the early-election cycles of 2021–2026.

Along with the three things we decided to write down rather than leave out: one check that currently does nothing on any contract; one whose direction is unsettled; and two grades using different weights without our being sure they should. 62.6% of contracts fire no flag at all. Bulgaria has no such instrument — and not because nobody thought of it. The procurement register has no field for a result at all; social services are funded as delegated state activities and rarely become a procurement contract (241 contracts and €70m against €15.1bn of social-protection spending); and among services, health and social work comes last on quality-weighted evaluation — 9.5% against 16.6% for the next domain and 52.2% for construction. We test the contested claims against our own data: month-by-month cash execution, the text of every budget law since 2018, and the recorded votes. The 5.7% deficit is partly a choice — but about a third of what the official difference suggests, because the Fiscal Council never accepted that the earlier versions genuinely sat below 3%. And the calendar makes the ceiling hard to reach. Since 2021 every section records machine and paper votes separately — the same electorate split only by voting medium, which makes the split a natural experiment. We remove the paper ballot in every 'large' section (above a chosen threshold), recast its paper-voters onto that section's machine distribution, and watch national vote share and parliamentary seats recompute live. Sliders control the threshold (100/200/300/500 voters) and a turnout drop-off; the pattern is consistent — ГЕРБ and ДПС lose, ПП-ДБ gains. We line up the verified figures from the 2026 Budget Law and the 2026–2028 medium-term forecast, gather the reactions of politicians and economists (sourced line by line), and run the claims themselves through our budget simulator: the deficit, the €2,300 social-security cap and the party-subsidy cut all check out; 'you can't consolidate while debt explodes' is arithmetically false; and the 'soft' revenue and the 'Videnov-era' comparison do not survive scrutiny. ## Data
Raw inputs are CSV/ZIP/HTML releases from the Central Election Commission (ЦИК), Сметна палата, parliament.bg, data.egov.bg (АОП procurement, budget execution), Eurostat, World Bank WGI, and the Bulgarian Court of Audit. The offline pipeline in `/scripts/` transforms them into static JSON; per-election artifacts live in a GCS bucket (`storage.googleapis.com/data-electionsbg-com`) and the site fetches them via React Query.
