<essential_principles>
## What slop is, measurably
Slop is prose that could have been written about anything. The same hedges, the same tells, sentences of one length, a copula where a verb belongs, and the same openings in every record of the same command. Each of those is a number, and `dtd/ai-slop.dtd` declares the number and where it cuts. `lib/ai-slop.mjs` reads that file and nothing else; the ban list lives in one place.
## The three layers (LAW.SLOP.1, LAW.SLOP.2, LAW.SLOP.4)
1. **The ban list.** `SLOP.tell.*`, `SLOP.hedge.*`, `SLOP.filler.*`, `SLOP.closer.*`. A tell or a closer anywhere in the answer's own voice fails the gate; hedges and fillers are counted per thousand words. A phrase inside a code fence, an inline code span, a table row or a `quoted` element is data and never a hit.

## The report is the verdict (LAW.SLOP.5)
The gate renders one `slop_report`: a `slop_verdict` with alive yes or no, one `slop_hit` per phrase with its kind and line, and one `slop_measure` per measure with its value, its bound and whether it holds. A verdict stated without those lines was not given. The Adiutor applies the same scan at Stop and records a failed gate as a finding of kind `slop` (LAW.ADIUTOR.9).
## The controls come first
`node lib/ai-slop.mjs controls` runs both directions before the gate is trusted: every declared phrase is loaded, every declared measure is computed, the sloppy fixture fails with its tell count printed as the landed proof, the clean fixture passes, an identical previous record trips the rotation, a fenced hit is not counted, and `references/contract.md` matches the DTD it was rendered from.
