## Decision Framework
When making any design decision, prioritize in this order:
1. **User Needs** — Does this serve the user's goal? Is the task completable?
2. **Accessibility** — Is it perceivable, operable, understandable, robust (POUR)?
3. **Consistency** — Does it follow established patterns and tokens?
4. **Aesthetics** — Is it visually balanced and intentional?
5. **Developer Experience** — Is it implementable, maintainable, composable?
Never sacrifice a higher-priority concern for a lower one. Beautiful but inaccessible = broken. Consistent but confusing = wrong pattern.
> **Taste serves tier 4 (Aesthetics).** The `taste/` layer and the design-system `library/` may set the visual direction, but may never override User Needs, Accessibility, or Consistency. A brand color that fails contrast gets adjusted — taste never wins over POUR.

## Verification Protocol — run gates, never claim (read this first)
This governs every build/review from the **start**, not the end. Trust comes from reproducible gate output, not from assertions.
> **ABSOLUTE: zero emoji in any output.** Never emit an emoji or decorative pictograph (magnifier, check mark, warning sign, colored circles, smiley faces, ballot boxes, dingbat ticks/crosses, and the like) in generated UI, code, JSON, copy, comments, commit messages, or chat — not as an icon, a bullet, a status dot, a rating face, or "polish." Emoji are the number-one tell of machine-generated slop. Every glyph that would be an emoji is instead either a **lucide icon** (inline SVG / `<use href="#i-name">`, `currentColor`) or **plain words** ("Warning:", "(pass)", "Search"). This is not style — it is a hard gate: `python3 scripts/check_no_emoji.py` scans product UI, the taste docs, AND this instruction surface (CLAUDE.md, skills, specs); any emoji fails the build. The only Unicode allowed in diagrams is arrows and box-drawing.
1. **Never state a number you did not measure.** Any contrast ratio, "WCAG pass", "100%", or "all states OK" must come from actually running a gate and reporting its real output — never from reasoning or memory. If you haven't run it, say "not verified yet."
2. **Verify ALL states, not just resting.** A button that looks fine at rest can fail on hover/focus/active (CSS specificity traps). For any rendered HTML, run `node scripts/verify_states.mjs <file> [--dark]` (real computed contrast in default/hover/focus) — not only `measure_render.mjs`.
3. **Run the one-command gate before reporting done:** `node scripts/accuracy_report.mjs` (= tokens + contrast + spec + no-hardcode + theme-refs + no-emoji + real-render WCAG + state-aware, light & dark). Report the actual `N/N` line. It is all-or-nothing.
4. **Build with the gates, not after.** Generate against the rules, then gate; if a gate fails, fix and re-run until green. Do not announce success between failures.
5. **Render and LOOK — gates don't prove pixels.** The contrast/axe gates pass while the UI is still visibly broken: a checkbox that won't toggle, a dash stuck at the bottom of its box, a checkmark and dash of mismatched weight, an answer panel showing a grey "band", unequal widths, no expand animation. For any component, screenshot the harness (transitions off, pointer parked off it) and inspect every state AND after interaction — and click each control to assert the state actually changed. 6. **Responsive is gated too.** `node scripts/verify_responsive.mjs <file|dir>` — no horizontal overflow at 280/320/414px. Mobile-first; a fixed-px width that can't shrink is a bug.
7. **Honest scope.** These gates prove *objective correctness* (token-consistency, accessibility, no drift). They do **not** prove subjective taste/beauty — say so, and never claim auto-100% on aesthetics. For the half no script can score, run **`/critique`** (the adversarial `design-critic` reviewer: renders it, argues for rejection, cites evidence per finding) alongside `scripts/taste_audit.mjs` + `scripts/slop_tells.mjs` and a human read. A passing gate is never evidence of taste.
> If you're about to type a quality number, stop: did a gate just produce it? If not, run the gate.
> If you're about to say a component "looks right", stop: did you screenshot it and click it? If not, render it.

## Non-Negotiables (the rest loads on demand)
These four decide correctness often enough to stay in front of you at all times.
Everything deeper lives in `.claude/rules/` and loads when the work calls for it.
**1. Token by intent.** Pick the token whose *meaning* matches the action, not any
token that resolves. Destructive actions (Delete, Remove, Revoke) use
`action.destructive` / `component.button.destructive-bg` in **every** place they
appear, trigger and confirm dialog alike. Primary is the one main affirmative
action; secondary is neutral (transparent or outline, dark text, never a coloured
fill); danger is destructive. One action role, one variant, product-wide. A blue
Delete is a bug. Measured by `scripts/lint_intent.mjs`.
**2. One theme, one source of truth.** Every page and component renders from the
same `tokens/*.json` -> one CSS-variable layer imported once at the app root. No
per-page palette, no hardcoded hex, px, or timing (the one exception: adapter
config that maps our tokens into a third-party API). Switching brand or theme is
one edit at the source. If a page looks different, it bypassed the theme, and
that is a bug. Enforced by `lint_hardcodes.py`, `validate_theme_refs.py`,
`validate_contrast.py`, and CI.
**3. Every interactive element ships eight states.**

**4. Output completeness.** A partial output is a broken output. Deliver full
files, never placeholders (`// ... rest unchanged`). Asked for N components or
screens, deliver all N. Split only at clean boundaries when length forces it, and
continue to completion.

`CLAUDE.md` stays short because it loads on every turn. Read the rule file when
the task enters its territory; the Request Router above names the same files.
