Determines which PRD, ADR, Design Doc, and Work Plan a change requires. Use when deciding documentation scope or creating technical documents.

Collected from public GitHub. Every version is saved exactly as it was and never changes. Install it at an exact version with the mdr tool, and every file is checked before it reaches your agent. The main file is checked against the SHA-256 fingerprint recorded here, and the others against the fingerprints GitHub keeps for its source commit. ## Creation Decision Matrix

| Structural Scale | Required Documents | Creation Order |

| Small | None | Direct task execution |
| Medium | Design Doc → Work Plan | Start with Design Doc |
| Large | PRD → Design Doc → Work Plan | Continue after the user confirms the PRD |

Insert an ADR immediately before the Design Doc only when a current-scope decision passes both ADR filters below. A qualifying ADR decision sets the scale floor to Medium.

Classify the decision burden, not repository layout. File count is supporting evidence only.

| Medium | One coherent outcome coordinates across a boundary or requires a durable design decision |
| Large | Multiple independently valuable outcomes require separate design decisions |

Multiple files or layers that serve one coherent outcome remain Medium. Large applies only when separate outcomes require separate design decisions.

The line at the top of this page pins the label git:20261103.998947c, which is what most people want. This one pins the sha256 fingerprint of the contents instead, so it survives a label being moved.
