# Deft Directive Portfolio Priority

Pre-promotion **portfolio prioritization pass**: cluster competing RFCs/issues from the local github-issue cache, name conflicts/supersession, emit a **propose-not-apply** priority brief (shortlist + park), then hand off for operator dispose.
