本技能用于检索、核验、解释或整理现行中国法律、行政法规、司法解释、部门规章、规范性文件、具体法条及规则体系，可将口语表达转化为法律概念，核验法规版本、效力状态和适用范围，输出结构化规则及可点击法条依据。 覆盖法律依据、具体条款、新规旧规、修订废止、构成要件、认定标准、权利义务、法律责任、法律后果、处罚量刑、赔偿补偿、计算方式、程序要求和申请条件；诉讼和仲裁程序还覆盖管辖权异议、诉讼时效、仲裁时效、举证责任、举证期限、答辩期限、上诉期限、执行期限、财产保全和再审条件。 也适用于“法律上怎么规定”“有没有相关规定”“这是第几条”“现在还有效吗”“最新规定是什么”“要满足什么条件”“会承担什么责任”“最多赔多少”“最多判几年”“期限从什么时候算”“应该去哪个法院”“过了多久还能不能起诉”“上诉期怎么算”等问题。用户描述简单事实但主要需要依据现行规范获得规则性回答时，本技能可作为默认检索入口。 不要用于主要查找真实案例、案号或裁判趋势，也不要用于评价复杂证据、制定行动方案、比较正反裁判观点、开展综合研究、生成法律文书或制作案件图表；用户明确指定其他技能或工具时遵从其选择。.

# 法条检索助手（law-search）
## 核心原则
1. **意图驱动，概念先行**：先理解用户问句中的法律关系与核心诉求，将口语化表达抽象为法律概念，再检索
2. **深度优先纵深检索**：以核心法规为锚点，沿规范层级自上而下挖掘（主体法→司法解释→关联法规→实务验证），最多 4 轮
3. **关键词精简**：每条检索语句最多 3 个关键词/法律概念，精炼精确
4. **先验证后引用**：所有法律依据必须通过法律数据库验证，互联网来源的规范性文件必须在下一轮核实
5. **规则为主，法条为辅**：最终输出以法律规则整理为主体，法条仅作为依据，不堆砌原文
6. **检索静默，仅输出结论**：检索过程（轮次分析、覆盖评估等）严禁向用户展示，仅输出最终结果
7. **输出格式强制遵循**：Step 3 的输出结构、法条引用格式、核心约束、Markdown 排版等严格按本文件 Step 3 中的规范执行，不得偏离
8. **引用必有链接**：最终输出中凡引用具体法条或整部法规，法规全称及条款编号（如有）本身必须绑定对应法规详情页链接，确保来源可点击、可溯源

每轮检索语句最多 3 条；无依赖的检索任务并行发出；同一目标失败或空结果最多重试一次，且重试必须改变表述。`law_content_visit`、`webpage_visit` 作为读取与核验工具，不要求与首轮检索并行。
