- Current facts belong in PROJECT.md. Decisions/events/plans/commercial documents are queried by kind and ID in DOCUMENTS.csv.
- Use receive-owned operations to resolve, register and move documents; never compose document folders.
- Read PROJECT.md's Agreement section before scope commitments when it exists; findings remain advisory.
- TASKS.csv, TIME.csv and INVOICES.csv retain their corresponding owners.
