## 职责边界

- `registry.json`：统一能力注册表；`availability` 是执行准入真相源，`maturity` 单独表达成熟度，`bazi` 是唯一默认报告能力。
- `provider-drift-contract.json`：production provider drift report 契约；要求 provider lifecycle、dependency smoke、trace span、source/license/vendor refs 一起参与漂移检查，不保存真实用户输入或外部凭证。
- `provider-drift-baseline.json`：provider/source/license/vendor 指纹 baseline；任何生产 provider 来源、许可证证据或 vendor snapshot 的有意变化都必须同步更新该 baseline 并通过趋势门禁。
