Draft gate for writing or substantially revising a skill or agent definition. Use when making or revising a skill (skill 作って), writing an agent definition, or when learn-eval promotes a pattern.

# Skill Creator A skill is a control program that the agent executes. From the moment it is written it pays a residency cost (the description loads every session) and a drift cost (double definitions with adjacent skills). This skill does not decide *whether* to create — the author (by explicit instruction) or learn-eval owns that. It decides the **form** (new / merge into an existing skill / revise an existing skill) and the **boundary**, and judges the result in a fresh context after writing. ## 1. Entry — fix the intent as one packet ⏸ author confirms If the conversation holds material, extract it first, then fill in (tools used, steps, the author's corrections, inputs and outputs): - What it enables (one sentence) - When to use it — **one trigger per branch, in the word the author actually types** (a branch is a distinct case the skill handles; only for skills meant to fire on their own — choose invocation first, §3) - NOT for — adjacent skills / agents **by name** (input to the boundary grep below; the description keeps a routing clause only for a colliding pair, §3) - Location — `skills/<name>/SKILL.md` (not `commands/`) or `agents/<name>.md` …

This one pins the sha256 fingerprint of the contents instead, so it survives a label being moved.
