Define logging, metrics, tracing, and alerting for a feature so production health can be monitored from day one.

# Create Observability Defines how a feature's production health will be monitored by identifying log statements, service metrics, distributed traces, and alerts before implementation begins. Without this step, features go to production with no monitoring: outages go undetected, root causes take hours to find, and on-call engineers lack runbooks. ## Is Observability Warranted? Not every change deserves an observability plan. First decide whether the change introduces production runtime behavior worth monitoring at all: a new endpoint, a background loop, an external dependency, or a failure mode an operator would act on. If it does not (a refactor that only moves code, a schema change with no new runtime path, a documentation change), write nothing and say so. When it is warranted, define the smallest set that answers "if this number moved, what would I do", and treat `alerts.yaml` and a full plan as opt-in rather than default. How to install

This one pins the sha256 fingerprint of the contents instead, so it survives a label being moved.
