Pipeline: plan → critique → implement → test → code-review → QA → PR.
Run steps in order, skipping only where a step says so. `AGENTS.md` is the
source for commands, default branch, sensitive areas, and task tracking.

- Session branch: a feature branch, not the default branch

## Steps

### 1. Plan

Preconditions:
- On the default branch → STOP, ask the user to create a feature branch
  (never create/switch branches yourself, `AGENTS.md` Rule 3)

Enter plan mode. Stay in it through 1a–1c; exit only in 1c on approval.

**1a. Draft**
- Read every source the prompt references yourself (links, tickets, docs,
  files), with whatever tool the session has for it: the tracker's tools for
  a tracker item (`AGENTS.md` → *Task Tracking*), `WebFetch` for a public
  page, `Read` for a file
  - A source you can't read (no tool, login wall, error) → STOP per Rule 2
    and tell the user now; don't call the planner
- Call `planner` with the user prompt verbatim, then each source's content
  verbatim as the tool returned it, labelled with its link or name (never
  rewritten or summarized)
