This skill should be used when the user wants to "create a skill", "add a skill to plugin", "write a new skill", "improve skill description", "organize skill content", or needs guidance on skill structure, progressive disclosure, or skill development best practices for Claude Code plugins.
Collected from public GitHub. Every version is saved exactly as it was and never changes. Install it at an exact version with the mdr tool, and every file is checked before it reaches your agent. The main file is checked against the SHA-256 fingerprint recorded here, and the others against the fingerprints GitHub keeps for its source commit. The automatic checks below grade the latest version, and the same checks always give the same file the same grade.
What the file says
# Skill Development for Claude Code Plugins This skill provides guidance for creating effective skills for Claude Code plugins. ## About Skills Skills are modular, self-contained packages that extend Claude's capabilities by providing specialized knowledge, workflows, and tools. Think of them as "onboarding guides" for specific domains or tasks—they transform Claude from a general-purpose agent into a specialized agent equipped with procedural knowledge that no model can fully possess. ### What Skills Provide 1. Specialized workflows - Multi-step procedures for specific domains 2. Tool integrations - Instructions for working with specific file formats or APIs 3. Domain expertise - Company-specific knowledge, schemas, business logic 4. Bundled resources - Scripts, references, and assets for complex and repetitive tasks ### Anatomy of a Skill Every skill consists of a required SKILL.md file and optional bundled resources: ``` skill-name/ ├── SKILL.md (required) │ ├── YAML frontmatter metadata (required) │ │ ├── name: (required) │ │ └── description: (required) │ └── Markdown instructions (required) └── Bundled Resources (optional) …

How to install
mdr add scenario-labs/skills/Skill Development@sha256:d40080c45d652dd3The line at the top of this page pins the label v0.1.0, which is what most people want. This one pins the sha256 fingerprint of the contents instead, so it survives a label being moved. Either way the exact version is written to mdr.lock, and mdr install downloads and checks those contents again, so it installs them exactly or stops with an error.
