Every Bing Webmaster API endpoint, plus the SEO intelligence no other Bing tool ships: period-over-period deltas,... Trigger phrases: `check my bing query performance`, `submit urls to bing`, `bing crawl errors`, `how is my sitemap doing on bing`, `bing ranking drift`, `compare bing and google search console`, `use bing webmaster`, `run bing-webmaster`.

# Bing Webmaster Tools — Printing Press CLI
`publish plan` is the read-only live planner (sitemap + quota); it never accepts `--confirm`. Existing `publish --confirm` is a separate mutating path and is not live-submission-verified. Missing or exhausted quota now fails closed or produces a zero-submission plan.
Compatibility: `sites moves`, `deeplinks get`, and `deeplinks algo-urls` are not supported. The first returned persistent live HTTP 404; the latter two return provider Deprecated errors. Live `gap` acceptance uses real Bing responses and an explicitly synthetic local GSC CSV fixture, not real Google account data.
