Nutze diesen Skill, wenn ein Pack-Peer "invoke skill fleet-dispatch" sendet oder dieser Agent seine eigene Fleet-Stufe für eigene Arbeit auslösen muss. Ruft den lokalen Fleet-Resolver auf, liest FLEET_RECEIPT und liefert die Antwort mit Herkunftsnachweis zurück. Modellagnostisch: die Ladder bestimmt die Reihenfolge. Trigger words: fleet-dispatch, fleet rung, dispatch, role agent, role bot, invoke skill, fleet ladder. Auslöser: Fleet-Dispatch, Fleet-Stufe, Skill aufrufen.
