Manage openEHR specification governance: releases, change requests (CR/PR), versioning, and lifecycle states (Planning, Development, Trial, Stable, Paused, Retired). This skill should be used when the user asks to create, tag, or fix a release, update release entries in `manifest.json`, raise or progress a CR/PR, promote a spec's status, propose a new spec, or explain the SEC change process. Not for amendment entries (amendment-record), pre-release document review (review), local previews…
Collected from public GitHub. Every version is saved exactly as it was and never changes. Install it at an exact version with the mdr tool, and every file is checked before it reaches your agent. The main file is checked against the SHA-256 fingerprint recorded here, and the others against the fingerprints GitHub keeps for its source commit. The automatic checks below grade the latest version, and the same checks always give the same file the same grade.
What the file says
# openEHR Specification Governance
This skill covers the change process, release management, and lifecycle governance for
openEHR specifications. It is based on the official governance documents at
specifications.openehr.org/governance.
## Related Skills
- **authoring** — document scaffolding, repo layout, boilerplate structure
- **amendment-record** — detailed amendment record authoring conventions
- **review** — pre-release quality review of spec documents (the `spec-reviewer` and `xref-auditor` subagents run it across a whole spec or component)
## Specification Lifecycle States
Every specification follows a formal lifecycle:
```
Planning → Development → Trial → Stable
↓
Paused → Retired
```
| State | Duration | Format | Versioning | Change Management |
|-------|----------|--------|------------|-------------------|
| **Planning** | 6 months max | Wiki | 0.y.z | Informal |
| **Development** | 18 months max | Wiki | 0.y.z | Optional CRs |
| **Trial** | 2 years max | HTML + computable | x.y.z | Formal CRs |
| **Stable** | Unbounded | HTML + computable | x.y.z | Formal CRs |

How to install
mdr add openehr/ai-plugins/governance@sha256:bd957d36b0c0ac3cThe line at the top of this page pins the label git:20261007.d097047, which is what most people want. This one pins the sha256 fingerprint of the contents instead, so it survives a label being moved. Either way the exact version is written to mdr.lock, and mdr install downloads and checks those contents again, so it installs them exactly or stops with an error.
