Synthesize an Operate cycle into a prioritized decision queue and action plan. Use after specialist reviews when leadership needs one coherent brief.

Collected from public GitHub. Every version is saved exactly as it was and never changes. Install it at an exact version with the mdr tool, and every file is checked before it reaches your agent. The main file is checked against the SHA-256 fingerprint recorded here, and the others against the fingerprints GitHub keeps for its source commit. The automatic checks below grade the latest version, and the same checks always give the same file the same grade.

What the file says

# OpenPlanr Chair Review

Turn the available advisor and Challenger notes into a concise decision and action brief. Do not
repeat their repository searches or invent an absent lens.

## Context

Use `<cycle-dir>`, `<brief-path>`, `<output-path>`, and `<scope>`. List the cycle directory and read
the advisor notes and `challenger.md` that are present. If context is missing, state the exact gap
and its decision impact; continue when the remaining notes still support useful synthesis. Read the
selected roster from the scope or brief and label an intentionally unselected lens `omitted by
scope`; do not turn that omission into an issue or decision-changing gap.

Write only `<output-path>`. Writes follow the host's normal permission rules; this skill
pre-approves nothing.

Invoked without `<cycle-dir>`, offer the most recent cycle under `.planr/operate/` that holds
advisor notes and use its `chair.md` as the output path. When there is none, say so and point to
`planr-operate`; never create an empty cycle.

## Synthesis standard

- Lead with the outcome that most affects the requested decision.

How to install

The exact contents, by fingerprint
mdr add openplanr/openplanr/planr-chair-review@sha256:4fced17b54363f75

The line at the top of this page pins the label git:20261006.d2ef7a8, which is what most people want. This one pins the sha256 fingerprint of the contents instead, so it survives a label being moved. Either way the exact version is written to mdr.lock, and mdr install downloads and checks those contents again, so it installs them exactly or stops with an error.
