Use accurate metadata, not topic quotas or speculative ranking formulas. ## Runtime and scope Resolve **GITHUB_HOME** from this skill directory: `../../github` in source, `../github` when installed. Verify `scripts/run_headless.py` exists and read `GITHUB_HOME/references/portable-workflows.md`.
