Implements SaaS billing: Stripe or Mercado Pago checkout, customer portal, idempotent webhooks, usage quotas, dunning and trial-to-paid. Use when the user says 'set up Stripe billing,' 'handle payment webhooks,' or 'retry failed payments.' Not for choosing price points (use pricing).
