Evaluate whether a proposed feature addresses a genuine need before investing in feasibility or requirements, examining the problem, stakeholders, alternatives, and cost of inaction.

Collected from public GitHub. Every version is saved exactly as it was and never changes. Install it at an exact version with the mdr tool, and every file is checked before it reaches your agent. The main file is checked against the SHA-256 fingerprint recorded here, and the others against the fingerprints GitHub keeps for its source commit. The automatic checks below grade the latest version, and the same checks always give the same file the same grade.

What the file says

# Assess Needs

Evaluates whether a proposed feature addresses a genuine need before investing in feasibility or requirements.
Acts as the earliest "should we build this?" gate in the SDLC pipeline by examining the problem, the stakeholders, the alternatives already available, and the cost of not building it.

## Prerequisites

- Apply the shared SDLC conventions in `skills/sdlc/references/shared.md`.
- If no argument is provided, use `$ISSUE_TITLE` and `$ISSUE_BODY` as the feature description (and `$ISSUE_NUMBER` to link the feature).
- A reviewed, prioritized GitHub issue or feature description provided as `$1`
- Read any files present under `.sdlc/context/` (`project-overview.md`, `goals.md`, `architecture.md`, `conventions.md`) for project-level context
- Apply any artifact style rules found in `conventions.md` to the produced document

## When to Skip

Skip this phase, and record a one-line note naming the signal, when the issue is maintainer-authored and states the need and its acceptance criteria.
The need is already established by the issue author, so the note is the record rather than a full assessment.

## Steps

1. Read the issue or feature description.

How to install

The exact contents, by fingerprint
mdr add tomzx/agents/create-needs-assessment@sha256:6c954d314cb4ddda

The line at the top of this page pins the label git:20261009.2076882, which is what most people want. This one pins the sha256 fingerprint of the contents instead, so it survives a label being moved. Either way the exact version is written to mdr.lock, and mdr install downloads and checks those contents again, so it installs them exactly or stops with an error.
