Work a repo's needs-triage backlog, and outside contributors' issues and pull requests, in batches the decider approves in one pass: each item gets a cheap check and one proposed move with a plain-words reason, and only approved moves are applied. Use when asked to triage or work through a needs-triage pile, or to answer outside contributors' issues or pull requests.
Collected from public GitHub. Every version is saved exactly as it was and never changes. Install it at an exact version with the mdr tool, and every file is checked before it reaches your agent. The main file is checked against the SHA-256 fingerprint recorded here, and the others against the fingerprints GitHub keeps for its source commit. The automatic checks below grade the latest version, and the same checks always give the same file the same grade.
What the file says
# Triage
Triage moves waiting items to their next state in **batches**. Each item in a batch gets a cheap check, then one proposed **move** with a one-line reason in plain words. The decider approves or changes the whole batch in one reply, and only then does triage touch the tracker.
Read the team-workflow binding doc first; a repo without one runs setup before triage. The binding doc names the tracker repo, the label vocabulary, the decider, the work-item spec template, and the domain-memory home. The [tracker discipline](../../orient/setup/references/tracker-discipline.md) governs every tracker command below, including the `--repo` each one carries.
## Scope
- **In**: open issues labeled `needs-triage`; open issues and pull requests from **outside contributors** that carry no state label yet, or only `needs-triage`; and `needs-info` items whose question has been answered since triage asked.
- **Outside contributor**: an author whose association with the repo is not owner, member, or collaborator, and who is not a bot.
- **The decider's account**: the login the binding doc's decider line names, where it names one; otherwise the login `gh api user --jq .login` returns.

The line at the top of this page pins the label git:20261007.28ff2a1, which is what most people want. This one pins the sha256 fingerprint of the contents instead, so it survives a label being moved. Either way the exact version is written to mdr.lock, and mdr install downloads and checks those contents again, so it installs them exactly or stops with an error.
A 17 of 17 checks passed. Fixed automatic checks with no AI involved, so the same checks give the same answer every run.
