Open a PR or finish branch disposition; route CI watching and post-merge cleanup to their owners. Merge and discard need explicit authority.

Select the requested PR lifecycle operation before loading its prerequisites. A clear
natural-language request and an explicit command reach the same owner; repeated slash
syntax is not required. Explanation-only questions do not start a write workflow.

How to install

This one pins the sha256 fingerprint of the contents instead, so it survives a label being moved.
