Resolve a durable private GitHub repository for agent-produced context such as retro snapshots and shared-knowledge-artifact mirrors, creating it once with explicit consent and remembering the decision afterward. Returns a clone path and a verified receipt to the calling skill. Use when a skill needs a durable, private, cross-machine store for artifacts it generates, rather than a repo-local scratch directory that does not survive across machines or repos.
