Apply when committing, pushing, opening or updating a PR, writing a pull request, creating release notes, or closing out remote CI. Enforces the opencode-swarm invariant audit, release-note fragment workflow, full validation suite, issue comment requirement, and post-PR lifecycle rules.

# Commit & PR Protocol ## Graph-first evidence contract Before publication, use `repo_map` `diff_context` and `impact_cone` as a final drift check, then verify the direct source, Git diff, and tests. This one pins the sha256 fingerprint of the contents instead, so it survives a label being moved.
