Thin router for the design-critique motion: triggers and pointer stops into the contract, including the operator-gated loop. Use when the operator asks for a design critique, design-critique, critique panel, mechanism-shaped triage, arc, or run an arc. Do NOT trigger on ordinary implement, build, or swarm work.
