vela is agent-read markdown (skill) from dbhq-uk/vela-skill: Compiler-exact code search over a SCIP index - find where a symbol is defined, every reference to it, who calls it, and what a change would break. Indexes .NET itself: C#, VB, Razor Pages, MVC views and Blazor components, which grep and every other code-intelligence tool miss. Any other language - TypeScript, Python, Go, Java - reaches the same database by importing the .scip file its own indexer produces, and then the same verbs answer over it; vela does not run those indexers itself.
