Review a CLI design for command-surface completeness, cross-command consistency, usability, error handling, output behavior, and convention fit.

# Review CLI Design Audits a `cli-design.md` artifact and reports findings across seven categories: requirements traceability, command surface, cross-command consistency, usability, error handling, output behavior, and convention fit. This is the detailed review of the CLI interface design itself. `/review-requirements` reviews `cli-design.md` alongside `requirements.md` at the requirements-alignment level and remains the gate in the SDLC pipeline. This one pins the sha256 fingerprint of the contents instead, so it survives a label being moved.
