Require trusted promotion-reviewer binding and pin learner, adjacent level edge, predecessor, manager recommendation, longitudinal readiness assessment, exact period/scope/catalogs, scope agreement, learner authorization, evidence, and current validity projection. 2. Verify technical author, recommending manager, decision author, and learner satisfy every required distinction. Skill invocation cannot appoint or authenticate anyone. 3. Evaluate all thirteen dimensions and every agreed competency for repetition, recency, diversity, scope, independence, assistance, and contrary evidence. Missing/stale/unverifiable support cannot produce PROMOTE. 4. Choose PROMOTE, NOT YET, or INSUFFICIENT EVIDENCE and name the next observation when applicable.
